In general, under the Residential Landlord and Tenant Ordinance (RLTO), a landlord shall not keep your security deposit unless you owe unpaid rents after moving out or have damaged the property in some way. Even if a landlord believes he or she has just cause to hold your security deposit, they must notify you within 30 days and in writing. This notification must include the damages. If a landlord fails to do this, he or she must return your security deposit within 45 days.
